Title and subtitle are absent. The cover title is "Seven Grass Rolls" outside the box, and the content serves as a provisional title. This colorful scroll depicts the origin of the Seven Grasses event on the seventh day of the first month. It is one of the illustrated scrolls from the Muromachi period. The Chinese sage "Dashizhao" bestowed to the emperor the method of making the seven grasses' sprouts as a token of filial piety. By following this teaching and making and offering it to his parents, they would regain their youth. This story of Dashizhao's emergence, along with the characteristics of the New Year's rituals, is also included. Consists of five images. The establishment period and the artist are unknown. The back cover reads "House of Dashi-be" and "Observation by Kinko." Dashi-be (1841-1912) was from Funabashi and studied painting under the Itadaki family of the Nangoka domain in the southern part of Oshu. The crest on the cover, "Duck and Lotus," and "Mon," are the family crests of the southern Oshu domain lords. The paper and binding are beautiful, and there is a possibility that it could be a bridal book. It has been translated and published in the "Great Japanese Classics of Literature and Thought" series No. 38.

Article 3 also requires interlibrary lending, travelling collections and mobile libraries, so that the holdings move toward the reader rather than waiting.
The cool part. Article 17 is one sentence and admits nothing. A public library may not collect an admission fee, or any consideration whatsoever, for the use of library materials. Free is not a policy that a budget round can revisit, it is the statute. Article 26 is stranger still: the state and local authorities must not interfere in the work of a private library, and must not give it a subsidy. Independence is protected by withholding the money.
